Job placements must be into “good jobs” (next slide) and provide access to wrap-around services. Regional Talent Ecosystems •Establish new talent pipelines for high-demand jobs in their region •Diversify the workforce and recruit underrepresented populations into high-demand, high-skill career pathways through your regional partnerships •Accelerate adoption of promising existing talent pipelines, and •Provide resources to bolster capacity of higher education and regional intermediaries to provide ready-to-work talent. WHAT IS A “GOOD JOB”? The Good Jobs Challengeemphasizes that job placements must result in a good jobfor the worker. A good job: Build better skills for better performance. ©2021 BHEF 5 Pays a Living Wage Worker job placement pays wages that exceeds local prevailing wage Includes Basic Benefits and-or Unionized Job Paid leave, health insurance, retirement contributions for the worker and-or unionized. Develops Worker with Skills/Experience on Career Path Helps the employee develop the skills and experiences necessary to advance along a career path Wrap-Around Services: Services and support to the worker that removes barriers to training and employment for a trainee allowing them to complete their workforce training activities. Examples include transportation, language support, financial coaching, childcare, career navigation and coaching, and access to technology. PARTNERSHIP STRUCTURES The Good Jobs Challengefunds system leads their partners to pursue the formation or enhancement of: -Regional workforce systemsanchored by a system leadthat leads and convenes multi-sector system -Regional industry sectoral partnershipsthat anchor sector-based industry partnerships, and -Backbone organizationsthat facilitate resources that support the sector partnership and workforce system Build better skills for better performance. ©2021 BHEF 6 System Lead Applicant to EDA that leads and convenes partners in the regional workforce system.May involve one or multiple sectoral partnershipssuch as technology, healthcare, advanced manufacturing. Sectoral Partnership #1 Focuses on specific industry. •Aligns regional workforce system to meet needs. •Works with “backbone organization” to align stakeholders to industry sector needs. Sectoral Partnership #2 Focuses on specific industry. •Aligns regional workforce system to meet needs. •Works with “backbone organization” to align stakeholders to industry sector needs. Industry need validated/selected. Hiring outcomes ID’ed. Training model and curriculum. Employer & leveraged funds commitments secured. Outreach plans. Program Design Funding to develop skills training curriculum and materials and secure technical expertise to train workers. MOUs from partners Process to translate employer needs & training curriculum. Demonstrate ability to implement System Development Funding to help a backbone organization or system lead (applicant) entity establish and develop systems and/or sectoral Partnerships. Develop system lead and backbone orgs. Secure employer commitments. Develop design/implementation plans. Sample Funding per Phase 24-36-month period of performance ~$1M per system ~$2M per region/industry ~$2M-7M per region/industry PROGRAM MODELS Some examples of training models include: Build better skills for better performance. ©2021 BHEF 8 Innovative Strategies & Models: Applications do not have to be limited to these and may use combinations of the models above or new training models. The models above represent some standardized structures and approaches as a starting point. EDA welcomes “innovative models.” Skills Training Programs Train worker with foundation skills needed for a quality job. Align with a career pathway after completion. Registered Apprenticeship Programs Meet USDOL’s five criteria for a high-quality program and registered with a state apprenticeship agency or DOL office of apprenticeship. Other Work-and-Learn Models Models such as those where workers conduct on-the-job training, paid work experience, co-op models with an employer. Certification or Credentialing Programs Offered by industry or higher education to certify skills in –or in support of -a career pathway. RESOURCES FOR COMPETITIVE APPLICATION As your organization pursues an application, consider some of the following to keep a competitive application: Build better skills for better performance. ©2021 BHEF 9 Identify Leveraged Funds Looking across the community, see where regional partners that provide wrap-around services, contribute to the talent pipeline, even employers already investing in the community. Employer Commitments are Key While employers do not have to commit to a hire, entities should pursue documenting validation of industry need for skilled jobs and the scale of the need such as an estimated number of jobs. Commitment documentation can range from an email to an MOU and should cover areas like conditional hires, number of workers needed, or earn-and-learn opportunities. Need samples? Align with Regional Economic Development Plans & Wrap-Around Proposals must align with regional economic development plan. Highlight how plan will establish or accelerate work towards achieving goals in a regional economic plan. Look for existing assets, like if your university has a recognized EDA University Center or sits on the EDD board.
